RK Neely
Managing Member
RK Neely founded his career on relationships — and over 30 years later, that network is one of SCI's greatest assets. As Managing Member of Secure Capital Investments, RK draws on deep connections with property owners, brokers, family offices, and domestic and international capital partners to structure transactions ranging from $5 million to $5 billion across commercial real estate, business finance, and private equity.
His academic foundation in Finance — built at The Ohio State University's College of Business Administration and The University of Toledo — underpins a career defined by disciplined execution across multiple asset classes and institutional investment strategies.
A core element of RK's investment philosophy is the strategic acquisition of minority interests in high-growth financial services companies and commercial real estate portfolios. This approach allows SCI to build long-term value through aligned partnerships — positioning the firm not just as a capital arranger, but as a stakeholder in the ventures it helps grow. It is this vision that sits at the heart of everything Secure Capital Investments does.
Orlan Johnson
Chief Strategy Officer
Orlan Johnson brings to Secure Capital Investments a career built at the intersection of law, government, and financial regulation — one that spans the highest levels of both the private sector and federal government. As a principal of TJC Consulting Group LLC, he continues to advise organizations navigating the complex landscape of corporate securities and international business, providing counsel on board development, strategic planning, and securities filings in coordination with attorneys, accountants, and transactional service providers.
His legal career includes a senior partnership at Saul Ewing, where he co-chaired the Securities Transactions and Regulations Practice Group, and a role as Of Counsel at Milbank, Tweed, Hadley & McCloy — a 600-attorney Wall Street-based international firm — where he co-led the regulatory practice in the Washington, D.C. office. Before entering private practice, Mr. Johnson served nine years as a Staff Attorney and Branch Chief in the Division of Investment Management at the United States Securities and Exchange Commission.
In 2009, he was appointed by President Obama and confirmed by the United States Senate to serve as the first African American Chairman of the Securities Investor Protection Corporation (SIPC) — the lead organization overseeing the investigation and recovery process for account holders of failed brokerage firms, including Lehman Brothers, Madoff, and MF Global. He also serves as an adjunct professor of Securities Regulation at Howard University School of Law.
The depth of Orlan's regulatory knowledge, institutional relationships, and transactional experience makes him an invaluable asset to SCI's clients navigating complex securities and compliance landscapes.
James Marshall
Chief Financial Officer
James Marshall is a seasoned accounting professional with 14 years of experience spanning tax preparation, financial reporting, SEC filing compliance, and strategic financial management. As founder of Marshall Strategies, LLC in Atlanta, he serves as a CFO partner to a diverse client portfolio — bringing executive-level financial leadership to businesses that need it most.
A Certified Public Accountant licensed in Georgia and Florida, James is a member of both the American Institute of Certified Public Accountants (AICPA) and the Institute of Management Accountants (IMA). He holds a Bachelor of Arts in Business Administration from Westwood College and has completed extensive continuing education in SOX compliance, business analysis, and enterprise financial systems including Oracle, SAP, and Sage Intacct. His background spans senior roles across manufacturing, communications, and financial services — anchored by a consistent focus on compliance, precision, and operational efficiency.
